Creates a new felony offense of "grooming" defined as befriending and establishing an emotional connection with a minor or their guardian to lower the minor's inhibitions with intent to engage in sexual intercourse, lewd acts, viewing lewd material, penetration, sodomy, or incest

Classifies grooming as a Class B6 felony punishable by up to 10 years imprisonment and a fine of not less than $10,000, with mandatory post-imprisonment supervision of at least 3 years for sentences of 2 years or more

Adds grooming to the list of offenses that result in life without parole upon a second conviction, alongside first-degree rape, forcible sodomy, lewd molestation, and sexual abuse of a child

Applies existing child abuse statutes to all children under 18 years of age, notwithstanding age requirements in other referenced statutes

Effective date of November 1, 2026
