Renames the "Inspired to Teach Program" to the "New Educators for Excellence in Teaching and Education (NEXT-ED) Program" for prospective public school teachers in prekindergarten through twelfth grade

Doubles scholarship amounts: increases from $1,000 to $2,000 per academic year for students with fewer than 90 credit hours, and from $2,500 to $5,000 for final-year students with 90+ credit hours

Raises the maximum total scholarship amount from $5,500 to $11,000 per student over the course of the program

Requires scholarship recipients to teach in Oklahoma public schools for a minimum of five consecutive years after graduation and maintain a 2.5 GPA throughout the program

Provides employment incentive payments of up to $4,000 per year for up to five years (maximum $20,000 total) for program graduates teaching in Oklahoma public schools
