Prohibits nongovernmental organizations (NGOs) from knowingly or recklessly providing material support—including food, shelter, transportation, legal services, medical care, and financial assistance—to asylum seekers or undocumented immigrants in Oklahoma

Violating NGOs become permanently ineligible to receive any state or local funding, including grants, contracts, subsidies, and loans from state agencies, counties, municipalities, or school districts

Officers, directors, employees, or agents who knowingly participate in violations face felony charges punishable by 1-5 years imprisonment, fines up to $50,000, or both

Attorney General, district attorneys, or affected state agencies may bring civil actions to enjoin violations and recover previously disbursed state or local funds

Contains an emergency clause for immediate effect upon passage; exempts law enforcement activities and criminal investigations from the prohibition
