Amends the definition of "individual with intellectual disability" in Oklahoma law by replacing the previous criteria (IQ below 70, manifested before age 18, with limitations in adaptive skill areas) with a reference to the Social Security Administration Listing of Impairments for disability evaluation (20 C.F.R., Part 404, Subpart P)

Updates terminology from "mentally ill" to "mentally incompetent" persons when describing exclusions from the developmental disability definition

Makes technical corrections to statutory references, changing "Sections 1406 through 1424" to "Section 1406 et seq."
