Amends 63 O.S. 2021, Section 1-2509 to update references from "State Board of Health" to "State Commissioner of Health" throughout the Oklahoma Emergency Response Systems Development Act

Expands disciplinary actions the Commissioner may impose for violations to include: license revocation or suspension, probation, required free public or charity service, mandatory completion of educational/training/treatment programs, and administrative fines and penalties

Incorporates the general enforcement provisions of the Oklahoma Public Health Code into the Commissioner's authority

Maintains civil penalty of up to $100 per violation for non-compliance, with each day of continuing violation considered a separate offense
