Establishes medical necessity criteria for Medicaid-covered applied behavior analysis (ABA) services, requiring a definitive autism spectrum disorder diagnosis from qualified providers including neurologists, developmental pediatricians, psychologists, psychiatrists, or interdisciplinary teams

Prohibits the Oklahoma Health Care Authority or contracted entities from requiring Medicaid members to be re-diagnosed with autism spectrum disorder as a condition of continued ABA coverage after initial diagnosis, unless clinically indicated by significant behavioral or developmental changes

Allows board-certified behavior analysts (BCBAs) to provide ABA services and supervision via telehealth without being required to be located in Oklahoma, provided they are licensed in Oklahoma or their state of residence

Restricts registered behavior technicians (RBTs), board-certified assistant behavior analysts (BCABAs), and other lower-credentialed professionals to providing ABA services only in person
