Creates the Department of Child Safety and Wellbeing as a new state agency, transferring all powers, duties, and employees from the Child Welfare Services Division of the Department of Human Services and the Office of Juvenile Affairs by July 1, 2027

Establishes a 9-member Board of Child Safety and Wellbeing (5 appointed by the Governor, 2 by the Senate President Pro Tempore, 2 by the House Speaker) with initial appointments due by September 1, 2026

The Board appoints and may remove the Commissioner of Child Safety and Wellbeing, who serves as chief executive officer with authority over department programs, personnel, and budget requests

Abolishes the Child Welfare Services Division, the Office of Juvenile Affairs, and the Board of Juvenile Affairs upon completion of the transition

Administrative rules transfer to the new department on September 1, 2026; the act takes effect July 1, 2026 and includes an emergency clause
