Reduces membership of the Oklahoma Commission on Children and Youth from 18 to 17 members

Removes the Executive Director of the Office of Juvenile Affairs as a commission member

Removes five Governor-appointed positions representing specific organizations: Oklahoma Children's Agencies and Residential Enterprises, a statewide youth services association, Oklahoma Bar Association, Oklahoma District Attorneys Association, and a statewide court-appointed Special Advocate Association

Retains ex-officio members from state agencies including DHS, Health, Mental Health, Education, Oklahoma Health Care Authority, Rehabilitation Services, and the SJR 13 Oversight Committee Chair

Effective date of July 1, 2026, with emergency clause for immediate effect upon passage
