Establishes the Oklahoma Commercial FORTIFIED Roof Program within the Insurance Department to encourage voluntary construction, retrofitting, and certification of commercial roofs meeting enhanced wind and hail resilience standards

Eligible structures include commercial, school, industrial, agricultural, nonprofit, and multifamily residential buildings with five or more dwelling units

Authorizes the Department to provide grants or rebates for qualifying roof upgrades, partner with insurers for premium credits and discounts, and coordinate with state or federal disaster-preparedness programs for funding

Requires roof improvements to be inspected and certified by Department-approved professionals, with certification documentation available for insurer underwriting and rating purposes

Effective November 1, 2026; participation is voluntary with no mandates on property owners to retrofit roofs or on insurers to reduce premiums
