Prohibits state entities administering grants for commercial driver training students from withholding grants based on a student's choice of school

Creates a civil cause of action for commercial driver training schools harmed by improper recommendations against the violating entity

Creates a civil cause of action for schools or students harmed by improper grant withholding against the violating entity

Effective date of July 1, 2026, with an emergency clause allowing immediate effect upon passage and approval
