Eliminates the statute of limitations for prosecuting sexual crimes against adult victims (18+), changing from a 20-year limit after discovery to no time limit

Removes the previous exception that allowed unlimited prosecution time only when DNA evidence was collected and tested or when the accused confessed

Applies retroactively to any offense where prosecution was not already time-barred when the act takes effect

Effective date: November 1, 2026
