Removes prohibitions on the Oklahoma Historical Society, Oklahoma Arts Council, and J.M. Davis Memorial Commission from using funds to support religious sects, churches, ministers, preachers, or sectarian institutions

Eliminates the requirement that charter schools be nonsectarian in their programs, admission policies, employment practices, and all other operations

Removes the prohibition preventing sponsors from authorizing charter schools affiliated with nonpublic sectarian schools or religious institutions

Updates statutory language and references throughout affected sections, including changing "must" to "shall" and updating Internal Revenue Code citations from 1954 to 1986
