Raises the population threshold from 300,000 to 500,000 for determining which counties receive mandatory annual transfers to the Law Library Revolving Fund ($5,000-$9,000 based on county size)

Modifies civil court filing fee assessments for the Law Library Fund: counties under 500,000 population pay $6.00, while counties over 500,000 pay $12.00

Effective date is November 1, 2026
