Prohibits sentencing any person who was under 18 years of age at the time of the offense to life imprisonment without the possibility of parole

Caps mandatory minimum sentences for juvenile offenders at 20 years of imprisonment, regardless of the underlying crime

Requires courts to depart from mandatory minimum sentences when sentencing juveniles, even in cases where departures are normally prohibited (such as violent offenses, sex offenses, firearm offenses, drug trafficking, and terrorism)

Updates statutory references in the Oklahoma Juvenile Code related to treatment of children certified as adults or youthful offenders in criminal proceedings
