Creates the "Oklahoma Work Zone Safety and Contractor Protection Act" establishing a demonstration program for automated speed enforcement in active roadway work zones, running from the effective date until July 1, 2031, with 5-20 systems deployed at any given time

Sets tiered civil penalties for work zone speeding violations: first offense allows completion of a safety course or $75 fine, second offense within 18 months up to $100, third and subsequent offenses up to $125, with violations not counting as criminal convictions or affecting driving records

Distributes collected fines with 80% to a newly created Work Zone Safety Revolving Fund and 20% to the municipality or county where the violation occurred

Grants contractors and subcontractors performing work zone operations immunity from liability for crashes caused by third-party motorists when in compliance with MUTCD standards and approved contract documents, and bars recovery of damages against contractors when the driver was intoxicated

Designates contractors performing roadway work zone operations under state or local contracts as "employees" under the Governmental Tort Claims Act, entitling them to the same liability protections and damage caps as government entities
