Expands Oklahoma Higher Learning Access Program (Oklahoma's Promise) eligibility to include children of certified school administrators (superintendents and principals), in addition to children of certified classroom teachers who were already eligible under prior law

Defines "certified administrator" as a full-time superintendent or principal with at least 10 years of combined experience as a classroom teacher, superintendent, or principal in Oklahoma public schools

Sets income eligibility threshold for children of certified teachers and administrators at 700% of the federal poverty level at time of application, with the same threshold applying during postsecondary enrollment to receive benefits

Children of certified administrators may begin applying for participation starting in the 2026-2027 school year, one year after children of certified teachers became eligible in the 2025-2026 school year

Effective date of July 1, 2026, with emergency clause for immediate effect upon passage and approval
