Tenants who abandon, surrender, or are evicted from residential rental property remain liable for any unpaid utility rates or charges left in their name

Landlords cannot be held liable for unpaid utility charges if the utility account was not contracted in the landlord's name

Utility companies are prohibited from pursuing payment from landlords or penalizing them for tenant nonpayment when the account was in the tenant's name

Utility companies must restore services to the landlord's property upon request and pursue unpaid charges directly from the tenant
