Removes provisions allowing undocumented students who graduated from Oklahoma high schools to qualify for resident tuition rates at state colleges and universities

Eliminates the pathway for students without lawful immigration status to obtain state scholarships or financial aid, even if they met prior residency and graduation requirements

Deletes requirements that allowed undocumented students to file affidavits pledging to legalize their immigration status within one year of enrollment

Removes the exception that previously protected undocumented students from the general prohibition on postsecondary education benefits for those not lawfully present in the United States

Declared an emergency measure, taking effect immediately upon passage; passed the Senate on March 10, 2026
