Oklahoma Turnpike Authority must develop and submit a comprehensive plan for its orderly dissolution and disbandment, including asset liquidation, transfer of turnpike infrastructure to the Department of Transportation, and application of surplus funds to retire outstanding debts prioritizing highest interest rate obligations

Plan must include a detailed cost-benefit analysis of the proposed dissolution with fiscal impacts to the state and ratepayers

Completed plan must be electronically submitted to the Legislature and Governor by December 31, 2027

Failure to submit the plan on time or submission of an incomplete/inadequate plan (as determined by legislative joint resolution) prohibits the Authority from issuing new bonds, increasing toll rates, or initiating new construction projects

Civil penalty of $1,000 per day applies for noncompliance until the plan is submitted or deemed complete, enforceable by the Attorney General through civil action
