Requires law enforcement agencies to review cold case files of violent crimes upon written request from immediate family members or designated persons, with agencies required to confirm receipt within 30 days

Case file reviews must be completed within 6 months and include analysis of investigative steps, witness interviews, physical evidence testing, and modernization to current standards; extensions of up to 6 months are permitted with written notice

Personnel conducting the review must not have previously investigated the case, and only one review may be undertaken at a time for the same victim

Law enforcement must consult with the requesting family member, provide periodic updates during the review, and meet to discuss findings and the decision on further investigation

If no further investigation is warranted or no suspect is identified, additional reviews are prohibited for at least 5 years unless materially significant new evidence is discovered; effective November 1, 2026
