Amends the definition of "occurrence" under the Governmental Tort Claims Act to clarify that claims based on continuous, repeated, or ongoing accidents, events, or exposures do not accrue until such conditions have ceased or been abated

Authorizes courts to award prevailing plaintiffs in property damage claims against the state or political subdivisions court costs and expenses including reasonable attorney, appraisal, and engineering fees actually incurred

Establishes inflation adjustments for liability limits beginning January 1, 2031, and every five years thereafter, capped at the lesser of the Consumer Price Index change or 4% per five-year period

Effective date of November 1, 2026
