Prohibits Oklahoma legislators from consuming, possessing, or being under the influence of alcohol while performing official duties or within the State Capitol Building

Defines intoxication as blood alcohol concentration of 0.08% or greater, with Breathalyzer testing administered by Oklahoma Highway Patrol or qualified law enforcement upon reasonable suspicion

First violation: expulsion for remainder of day, $500-$1,000 fine, and ethics committee referral; second violation within 12 months: 3+ day expulsion, $1,000-$2,500 fine, mandatory alcohol treatment at member's expense

Third violation within 24 months: permanent expulsion for the session, $2,500-$5,000 fine, and automatic removal proceedings under existing state law

Presiding officers (President Pro Tempore and Speaker) face same penalties for failing to enforce the law; Attorney General must be notified of test refusals or multiple violations
