Modifies licensure requirements for international medical school graduates, allowing limited licenses renewable annually for those with ECFMG-recognized credentials and employment at facilities with ACGME-accredited postgraduate training programs; after three years of practice, graduates may qualify for full unrestricted licensure

Creates physician emeritus licensure status for retired physicians with full and unrestricted licenses, with no fee required for obtaining or maintaining this status

Restructures the Athletic Trainers Advisory Committee to include three licensed athletic trainers and two physicians (removing the Oklahoma Coaches Association member), authorizes national criminal history background checks for athletic trainer applicants, and requires license renewal by August 31 annually beginning January 1, 2027

Authorizes national criminal history background checks for occupational therapist applicants and allows respiratory care practitioners to practice via telemedicine under physician supervision

Eliminates the requirement for licensing boards to annually report medical malpractice claims to legislative leadership; the act becomes effective November 1, 2026
