Amends Oklahoma Adoption Code (10 O.S. 2021, Section 7505-1.1) to allow Department of Human Services employees to share adoptive parent contact information and care-related information for children enrolled in the Children's Specialty Plan with the contracted entity administering that plan

Maintains existing confidentiality requirements for adoption hearings (closed court, interested parties and counsel only) and adoption records (permanent court records, not open to inspection except as authorized by statute or court order)

Preserves the ability for biological parents and adoptive parents to mutually agree to share identifying information through written, signed notice to the court or relevant agency

Unauthorized disclosure of adoption records remains a misdemeanor offense

Declared an emergency measure, taking effect immediately upon passage and approval
