Prohibits the manufacture, distribution, mailing, transport, delivery, prescribing, or provision of abortion-inducing drugs (including mifepristone, misoprostol, and methotrexate) in Oklahoma, with exceptions for life-threatening conditions, ectopic pregnancies, and removal of deceased unborn children

Enforced exclusively through private citizen "qui tam" lawsuits rather than government prosecution, allowing any person (except state officials) to sue violators within 6 years of the violation

Awards successful plaintiffs a minimum of $100,000 per violation plus injunctive relief and attorney fees; affected women, fathers, siblings, or grandparents receive the full award, while other plaintiffs receive $10,000 with the remainder going to a designated charity

Exempts hospitals, state-licensed health care facilities, internet service providers, search engines, cloud providers, transportation network companies, airlines, and pregnant women themselves from liability

Includes "clawback" provisions protecting Oklahoma residents from out-of-state lawsuits attempting to penalize them for bringing actions under this act, with counter-suit remedies of at least $100,000 or triple damages
