Requires all voter registration applicants to provide documentary proof of citizenship, including birth certificates, U.S. passports, naturalization documents, Bureau of Indian Affairs cards, or tribal enrollment numbers

Creates two voter classifications: "verified voters" whose citizenship has been confirmed by election officials, and "federal-only voters" who registered via the National Mail Voter Registration Form but lack citizenship verification

Federal-only voters may only vote in-person using provisional ballots and are restricted to federal contests (U.S. Representative, Senator, and President); their non-federal votes are not counted unless they provide citizenship documentation by 1:00 p.m. the Friday after the election

Election officials must verify citizenship using Service Oklahoma, Social Security Administration, USCIS SAVE program, and other state and federal databases; the Secretary of the State Election Board must promulgate implementing rules within 180 days

Establishes felony penalties for election officials who knowingly register non-citizens as verified voters, for non-citizens who knowingly apply to register, and for anyone who counts non-federal votes cast by federal-only voters without citizenship verification
