Amends 70 O.S. 2021, Section 3206.3 to require the Oklahoma State Regents for Higher Education to include a tiered system of ownership in their model policy for intellectual property developed at state institutions, based on the amount of revenue generated from new technology

Requires that inventors or discoverers at state higher education institutions be compensated competitively compared to similarly situated institutions

Adds "aerospace and defense" as a new category to the list of technologies that institutions should encourage developing, alongside medical, biotechnology, energy, telecommunications, chemical, and industrial technology

Mandates that any policy created under this section be reviewed every 7 years to ensure it remains competitive among comparable institutions of higher education

Effective date of July 1, 2026, with an emergency clause allowing immediate effect upon passage and approval
