Requires code enforcement directors to notify all mortgage holders at least 60 days prior to filing a petition for judicial in rem foreclosure on properties with recorded mortgages

Adds new subsection C to Section 22-140.5, creating a mandatory notice requirement parallel to the existing 60-day notice requirement for taxing agencies

Updates statutory language throughout by replacing "this act" with "the Municipal Code Lien Enforcement Act of 2025" and "the State of Oklahoma" with "this state"

Re-letters subsequent subsections (D through G become E through H) to accommodate the new mortgage holder notification provision

Effective date of July 1, 2027
