Creates the Oklahoma Talent Attraction and Relocation Program within the Department of Commerce to award grants supporting recruitment of out-of-state households to relocate to Oklahoma

Eligible applicants include municipalities under 150,000 population, counties under 500,000 population, and nonprofit economic/workforce/community development organizations

Limits grants to $250,000 maximum per applicant per fiscal year, with 50% disbursed upon contract execution and 50% upon meeting at least half the household relocation goal

Requires participating households to reside outside Oklahoma at application time and have minimum income of $55,000; applicants must contribute at least 20% of total program costs

Mandates biennial reports to the Governor and legislative leadership evaluating grants awarded, verified relocations, tax revenue generated, and net economic impact; effective July 1, 2026
