Lowers the minimum age for carrying a firearm (concealed or unconcealed) from 21 to 18 years old for all eligible individuals, removing the previous requirement that 18-20 year olds must be military members, veterans, or honorably discharged

Lowers the minimum age for handgun license eligibility under the Oklahoma Self-Defense Act from 21 to 18 years old, similarly removing the military service requirement for applicants aged 18-20

Maintains existing prohibitions on firearm carrying for persons convicted of assault and battery causing serious injury, aggravated assault and battery, domestic abuse, stalking, protection order violations, or drug offenses

Retains requirements that firearm carriers must not be disqualified under state or federal law and cannot carry in furtherance of a crime
