Amends Oklahoma law (21 O.S. 2021, Section 1289.9) to change the standard for unlawful carrying of firearms while intoxicated from a subjective "under the influence" standard to an objective blood/breath alcohol concentration threshold of 0.08

Removes the blanket prohibition on carrying shotguns, rifles, or pistols while under the influence of beer or intoxicating liquors, allowing firearm carry as long as BAC remains below 0.08

Maintains the prohibition on carrying firearms while under the influence of hallucinogens, unlawful drugs, or unprescribed drugs

Retains existing penalties for violations, including 6-month license suspension and $50 administrative fine for Oklahoma Self-Defense Act handgun license holders

Effective date of November 1, 2026
