Department of Public Safety must create and maintain a security plan for the State Capitol Building and grounds, submitting it to the State Capitol Preservation Commission with updates every three years

Replaces the six-member permanent legislative liaison committee with a single Capitol Liaison position within the Legislative Service Bureau to coordinate proposals for Capitol Building modifications, space allocation, and tenant relations

Restructures the State Capitol Preservation Commission to include 10 voting members (Governor, Secretary of State, President Pro Tempore, Speaker, Chief Justice or their designees, plus appointed legislators) with rotating two-year chair terms among the Governor, President Pro Tempore, and Speaker

Transfers primary responsibility for maintenance, restoration, and modification of the State Capitol Building, grounds, and Governor's Mansion to the Office of Management and Enterprise Services (OMES), including facilities planning, dining services, meeting room reservations, and ADA compliance

Abolishes the State Capitol Repair Expenditure Oversight Committee and repeals sections on Commission cooperation and administrative requirements, while exempting Capitol preservation projects from competitive bidding requirements for contractors with historical preservation experience
