Amends Oklahoma's Parents' Bill of Rights to add new parental rights including: bringing any individual to school meetings, receiving education records within 10 business days at no cost, reviewing documents at least 5 business days before IEP or disability-related meetings, and receiving same-day written incident reports for injuries or bullying

Prohibits state agencies, school districts, charter schools, and their employees from retaliating against parents or children for exercising parental rights, filing complaints, cooperating with investigations, or assisting other parents in exercising their rights

Defines retaliation to include barring parents from school property/meetings, limiting participation in decisions, initiating false reports to law enforcement or DHS, taking adverse action against students, or failing to provide proper notice of proceedings

Allows parents to file written complaints with school boards (requiring 15-day response) and escalate to the State Department of Education, which must investigate and may require corrective action or recommend accreditation penalties or withholding of State Aid for repeated violations

Creates a private cause of action allowing parents to sue for declaratory/injunctive relief, actual damages including costs of replacement educational services, and attorney fees; lawsuits are automatically sealed and must be filed within 2 years of discovering the violation
