Amends 61 O.S. 2021, Section 208 regarding the awarding of public construction contracts by the Office of Management and Enterprise Services

Clarifies that consultant fees negotiated for contract document revisions (when bids exceed estimates) shall only include construction costs and shall not include any costs related to interior design or furnishings

Maintains existing provisions allowing the Office to negotiate with the lowest responsible bidder when all bids exceed programmed estimates due to unforeseen economic conditions or price volatility

Final award of negotiated construction contracts must occur no later than 120 days from the bid opening date

Effective date: November 1, 2026
