Oklahoma State System of Higher Education institutions using graduate students as instructors of record or primary classroom instructors in undergraduate courses must establish and maintain formal training programs

Required training topics include effective teaching practices, classroom management, assessment and grading standards, student accommodations, academic integrity, and applicable institutional, state, and federal policies

Training must cover First Amendment protections including free speech, free inquiry, and viewpoint neutrality, emphasizing that students cannot be penalized in grading, participation, or evaluation based on lawful expression

Effective date of July 1, 2026, with an emergency clause allowing immediate effect upon passage and approval
