Creates the "Oklahoma Responsible Technology in Schools Act" requiring all AI tools used for instruction in public schools to be deployed under educator direction with "human-in-the-loop" oversight, meaning educators must review AI outputs before use in instruction, feedback, or assessment

Prohibits AI tools from being used as the primary basis for student grading, discipline, placement, promotion, retention, or other high-stakes educational decisions

Requires school districts to provide parents annual written disclosure identifying all AI tools in use, vendors, categories of student data collected, data sharing practices, and educational purposes; parents may opt students out of student-facing AI tools without academic penalty

Mandates school district boards of education adopt AI governance policies prior to the 2027-2028 school year addressing approved uses, prohibited uses, data protection, and transparency

Effective July 1, 2026; State Department of Education must develop guidance on responsible AI use; bill does not require districts to use AI or limit local board authority over instructional decisions
