All fines and fees collected by state agencies for statutory violations must be deposited in the General Revenue Fund rather than retained by the collecting agency

State agencies must provide an appeals process for individuals or businesses to challenge fines or fees they believe were issued punitively, for personal reasons, or for political motivations

State employees or officials found through the appeals process to have abused their fine-issuing authority face a penalty of $1,000 or the amount of the improperly assessed fine, whichever is greater

Applies to any state board, commission, department, authority, bureau, office, or entity with rulemaking or order-issuing authority under the Administrative Procedures Act

Effective date of July 1, 2026, with emergency clause for immediate effect upon passage and approval
