State agencies requesting an appropriation increase for fiscal year ending June 30, 2028, and subsequent years must submit a detailed report demonstrating how they will achieve 10% cost savings compared to the previous fiscal year

Amends existing budget reporting requirements under 62 O.S. Section 34.36, which requires state agencies to submit itemized funding requests to the Office of Management and Enterprise Services by October 1 each year

Adds the cost savings demonstration as a new requirement (item 13) to the existing list of budget information agencies must provide, including performance-informed budgeting analysis, program rankings, and expenditure details

Effective date is July 1, 2026, with an emergency clause allowing the act to take effect immediately upon passage and approval
