Creates the "Uninsured Commercial Vehicle Recovery Reimbursement Fund" as a revolving fund in the State Treasury to reimburse wrecker/tower operators for nonconsensual tows of uninsured commercial motor vehicles

Limits reimbursements to $10,000 per commercial vehicle or detached trailer, and only for nonconsensual tows where the responsible party cannot be located after diligent search

Eligible vehicles include abandoned commercial motor vehicles with gross vehicle weight rating of 26,000 pounds or more, and detached trailers with two or more axles; noncommercial passenger vehicles are excluded

Redirects $550,000 annually from Corporation Commission fines and penalties (previously sent to Service Oklahoma) to the new reimbursement fund, beginning July 1, 2026

Authorizes the Corporation Commission to promulgate rules to implement the fund and includes an emergency clause for immediate effect upon passage
