State agencies may submit detailed reports to the Director of the Office of Management and Enterprise Services (OMES) documenting efficiency or waste reduction measures that resulted in cost savings during the previous fiscal year, beginning with fiscal year ending June 30, 2028.

Efficiency measures must not compromise required services, reduce workforce in ways that harm services, or endanger the health, safety, or welfare of Oklahomans.

OMES Director must confirm reported savings and certify the confirmation to the Chair and Vice Chair of the Legislative Oversight Committee on State Budget Performance.

Agencies with certified savings receive 10% of the realized cost savings as an appropriation, with 10% of that amount available for employee bonuses or deposits into pretax retirement accounts.

Effective date is July 1, 2026, with an emergency clause for immediate effect upon passage and approval.
