Amends Oklahoma's Open Meeting Act to explicitly prohibit public body members, officers, staff, law enforcement, and security personnel from preventing anyone from recording public meetings via video, audio, or other methods

Recording remains subject to the existing limitation that it cannot interfere with the conduct of the meeting

Creates a new civil action allowing individuals who are unlawfully prohibited from recording public meetings to sue for monetary damages

Declared an emergency measure, taking effect immediately upon passage and approval rather than following the standard effective date

Officially designates the legislation as the "First Amendment Open Meeting Protection Act"
