Prohibits out-of-state retailers from shipping alcoholic beverages to Oklahoma residents or receiving payment for such orders unless otherwise permitted by law

Authorizes the Attorney General to bring civil action in federal court under 27 U.S.C. Section 122a for injunctive relief or initiate state court proceedings to enforce compliance and assess penalties

Imposes civil penalties of $5,000 to $25,000 per violation, or treble damages equal to the retail value of shipped beverages, whichever is greater; each shipment constitutes a separate violation

Requires written notice of violation with 5 calendar days to cease shipments before formal enforcement action can be initiated

Creates the "Alcohol Enforcement and Regulatory Revolving Fund" in the State Treasury to fund enforcement actions, compliance efforts, interstate coordination, and public education campaigns; effective July 1, 2026
