Transfers motor vehicle fleet management responsibility from the centralized State Fleet Management Division to individual state agencies, making each agency responsible for purchasing, managing, and maintaining its own vehicles

Requires each state agency with motor vehicles to submit annual electronic reports to the Governor, Senate President Pro Tempore, and House Speaker containing fleet inventory, maintenance records, and financial data

Repeals multiple statutes (Sections 78, 78a, 78b, 78c, 78e, 78f, 80.1, and 3317) that established and governed the State Fleet Management Division

Eliminates the state fleet card exception, making the state purchase card program administered by the Purchasing Division the only authorized card program for state agencies

Effective date of July 1, 2025, with emergency clause for immediate effect upon passage and approval
