Oklahoma higher education institutions must submit annual faculty employment data to the State Regents by July 31 each year starting in 2028, including counts of full-time faculty, tenured faculty, part-time/adjunct instructors, and graduate assistants with courses taught

Beginning January 1, 2027, governing boards of all public colleges and universities in Oklahoma are prohibited from establishing or maintaining tenure plans for employees hired on or after that date

Employee contracts for those hired January 1, 2027 and thereafter cannot exceed five years at any affected institution

Affected institutions include University of Oklahoma, Oklahoma State University, all regional universities (RUSO schools), community colleges (Tulsa, Rose State, Oklahoma City, etc.), and colleges governed by separate boards such as Murray State, Northern Oklahoma College, and others

The act becomes effective November 1, 2026
