State agencies become responsible for their own information technology services upon the effective date, ending centralized IT management through the Information Services Division of the Office of Management and Enterprise Services (OMES)

Cybersecurity duties remain centralized with the Information Services Division of OMES, which continues to provide cybersecurity services to state agencies and political subdivisions

OMES Information Services Division must transfer all data, records, and IT-related information to each state agency, and the Chief Information Officer must advise agencies on IT requisition as requested

State agencies must submit annual electronic reports to the Governor and Chief Information Officer by December 31 detailing the status of their IT services

Repeals 22 sections of existing law related to the Oklahoma Information Services Act and Information Technology Consolidation and Coordination Act, including provisions for IT consolidation, shared services, and centralized IT governance
