Creates the "Protected Learning Environment Act" requiring the Oklahoma State Department of Education to develop standardized discipline matrix guidance for all public schools, with school districts required to adopt their own matrices based on this guidance prior to the 2027-2028 school year.

Establishes a three-tier discipline system: Tier 1 for classroom-managed minor infractions (off-task behavior, tardiness); Tier 2 for administrator-managed moderate behaviors (repeated infractions, verbal conflicts); and Tier 3 for serious behaviors (violence, threats, weapons, bullying) requiring immediate removal.

Grants teachers authority to remove students who pose safety threats, repeatedly disrupt learning despite interventions, or demonstrate aggressive behavior, with protection from disciplinary action for enforcing the matrix.

Requires students with three or more Tier 3 infractions in a semester to undergo mandatory behavior conferences, functional behavior assessments, and possible placement in alternative education programs.

Mandates staff training on the discipline matrix, parental notification and required conference attendance for serious behaviors, and district documentation of all Tier 2 and Tier 3 incidents for compliance and trend tracking purposes.
