Reduces required training for school board members from 12 hours to 3 hours, covering school finance (1 hour), Oklahoma Open Meeting Act (1 hour), and school law and ethics (1 hour)

Changes training completion timeframe from 15 months to 6 months after election or appointment, and makes training optional rather than mandatory

Eliminates penalties for failing to complete training, including removal of the provision requiring boards to declare a member's seat vacant for non-compliance

Transfers recordkeeping responsibility from the State Board of Education to individual school districts, which must now maintain and post training attendance records on their websites

Repeals Section 5-110.1 regarding continuing education requirements for incumbent board members; effective date July 1, 2026
