Requires covered facilities (excluding hospitals) to report licensed capacity, staffed capacity, available beds, populations served, and 24-hour contact information, with mandatory updates upon material changes in availability

Mandates facilities respond to placement requests within timeframes set by rule and prohibits refusing appropriate consumers when capacity exists, with patterns of inconsistent refusals subject to corrective action by the Department of Mental Health and Substance Abuse Services

Makes hospital and hospital-based psychiatric unit participation voluntary, with explicit protections that registry participation does not create transfer duties or affect EMTALA obligations

Requires the Department to issue a request for proposals within 6 months of the effective date, with preference for no-cost solutions and prohibition on spending state funds unless no free option meets requirements; effective November 1, 2026
