Prohibits land application, sale, and distribution of sludge from municipal, commercial, or industrial wastewater treatment plants, as well as compost or fertilizer products derived from such sludge or septage

Exempts disposal at lined and monitored solid waste landfills, products from food/crop processing (brewing, winemaking, distilling), precipitated calcium carbonate sludge, and animal manure

Assigns enforcement jurisdiction to the Department of Environmental Quality for land application violations and the Oklahoma Department of Agriculture, Food, and Forestry for agricultural materials

Requires DEQ to study and develop a long-term plan for prohibiting septage land application, with a report due to the Legislature by February 1, 2027

Directs the Oklahoma Department of Agriculture, Food, and Forestry to develop PFAS contamination removal, remediation, and recovery plans for impacted agricultural producers, with costs to be included in the general appropriations bill
