Department of Human Services must implement voluntary extended foster care services for individuals ages 18-21 who were in DHS custody at age 18 or who achieved permanency through guardianship/adoption at age 16 or older and no longer receive care from their parent/guardian

Extended services require participants to be completing secondary education, enrolled in postsecondary/vocational education, participating in employment programs, working at least 80 hours per month, or unable to do these activities due to a documented medical condition

Adoption assistance payments extended from age 19 to age 21 for individuals who were at least 16 years old when their adoption assistance agreement was signed, if they meet the same education/employment/medical criteria

DHS authorized to share adoption records necessary to ensure continuity of care for adoptees participating in extended foster care services

Effective date July 1, 2026, with emergency clause for immediate effect upon passage
